More Than a System: How Faith-Based Foster Care Differs from Government Agencies

When families begin exploring foster care or adoption, one of the first questions they often ask is, “What’s the difference between a private agency and the state?”


The answer is simple, yet deeply meaningful. Private, faith-based agencies like CityLinC do not just administer services. We walk alongside people.


Government agencies carry a tremendous responsibility. They oversee the legal process, ensure compliance with regulations, and make placement decisions that protect children. Their role is essential. But because they serve entire regions with limited resources, their work often must focus on procedures, timelines, and case management.


Faith-based private agencies operate differently.
